FIRST, you need a 21 synth value food, can't be 23,32,8 need be 21.
Recipe:
21s food + 2s + 2s = EXP. token
Exp Token +1s+1s= Chakra candy, HP Candy or EXP. token (have a chance to get a 3S food too)
If you got a 32 synth value food you can use 1 synth value item to make back a EXP. Token

Your information is not quite correct:
first, there exist only 21, 32 and 39 synth value foods.
second, candy's synth value is 32.
To get any candy (chakra/health) all you need is any food with synth value less than 39 (you CAN use 32 synth value food).
Next just synth that food with 2s items (like grenades or justice gems) until you get candy you need.

Also, you can use 1s items as catalyst instead of 2s.
The only benefit of using 2s is that they are 'stackable' (like, again, grenades and justice gems) so you don't need to put items to catalysts everytime.
