it isn't forge item it's bloody kage (Кровавый каге) item you can get it from events also you can buy it in silver shop here ссылка find "Случайный предмет из набора кровавого каге" it's in the end of the page (random bloody kage item so you can get weapon or helm or gloves etc.)
about gem... well you can buy element gem +1 in silver shop ссылка (Набор с самоцветом элемента 1-го уровня) as well as get from events
