because you didn't win tailed beast defense at least once a week. (win is to save 5 villages from destruction i.e. you can defeat 5 tailed beasts or you can defeat 4 tailed beasts and one village must be alive until defense ends or you can defeat 1 tailed beast and four villages must still alive until defense ends)
